NVAO assesses higher education in Luxembourg

Thursday, March 23, 2017 — By the summer, the Accreditation Organisation of the Netherlands and Flanders (NVAO) will assess a higher education institution in the Grand Duchy of Luxembourg. This assessment is carried out at the invitation of the Luxembourg Ministry of Higher Education and Research. The procedure is coordinated by NVAO’s team Flanders, which takes a next step in the assessment of quality of higher education abroad.

The NVAO is a pioneer in the field of internationalisation and leads quality assurance in several fields, such as the assessment of joint programmes, the mutual recognition of decisions, programmes and diplomas, and the dissemination of good practices. In its own region, the organisation is constantly responding to new developments and questions within the field of education. Since the academic year 2015-2016, the NVAO started assessing the conduct of QA at programme level and the quality of educational policies via a comprehensive institutional review. Furthermore, a new accreditation framework was approved in the Netherlands in 2016. These developments did not go unnoticed by other countries and regions.

Therefore, the Luxembourg Ministry of Higher Education and Research invited the NVAO to apply its expertise in the assessment of a new private higher education provider. Because the Grand Duchy of Luxembourg does not have an accreditation organisation, it relies on foreign organisations to review their higher education.

The collaboration with the NVAO fits well in the broader context of the Benelux partnership. The framework concerned includes both Luxembourg criteria and Flemish criteria for new programmes. The review by the NVAO panel of international experts results in an advice to the Luxembourg Ministry which also grants the accreditation.

Marc Luwel, board member NVAO: "Other European countries and regions do appeal to the NVAO and that gives us confidence. We dare to question ourselves and innovate. As a bi-national organisation, international cooperation and knowledge sharing across borders are dear to us. This assignment also fits within the ambition of NVAO’s team Flanders to involve ourselves more in the evaluation of quality of higher education in other countries in the near future."
